The Pyidaungsu Hluttaw meeting was told that Myanmar’s Territorial Sea and Sea Zones Bill needs to be refined before a final draft can be tabled. U Maung Myint, Hluttaw MP from Minkin constituency, told the session meeting on Tuesday, “Although the bill was drafted by the Ministry of Foreign Affairs with the help of many experts, it needs more input. The bill was revised and submitted by the ministry to the Hluttaw, but there were areas of disagreement in both the Amyotha and Pyithu Hluttaws that were debated by four MPs at the Pyidaungsu Hluttaw. “The more experts included in drafting the bill, the better. This law is very important for the nation. It involves the land boundary of our country that has been demarcated and limited. The countries that share a maritime border with Myanmar are cautiously watching the situation and details of the final draft of this law, U Maung Myint said. He said that an attempt should be made to draft a complete bill at this early stage rather than wait for a situation when amendments will have to be made in the future. Among the topic discussed under the law were the registration of foreign ships, fishing, destruction of marine life, including fish and plants, damage to natural resources and the continental shelf. U Khin Maung Win, a member of the Legal Affairs and Special Cases Assessment Commission, said the Myanmar Territorial Sea and Sea Zones Bill was revised by the Foreign Affairs Ministry, the Attorney General’s Office, the Union Supreme Court’s office and six experts from his commission. Speaking to The Myanmar Times, he said, “The importance of the law has been made clear by U Maung Myint. To get a fair and clear picture, we need the consultation of experts, before the bill can be completed. “In submitting it to the Pyidaungsu Hluttaw, all experts were consulted. We have never taken it lightly and we did not rely on just the Hluttaw MPs alone. It was thoroughly discussed among the experts before being tabled at the Hluttaw. The bill will undergo a section-by-section debate at the Pyidaungsu Hluttaw meeting on Tuesday.
