Ministry of Mines, Govt of India is going to invite quotations for offshore mining within the Indian EEZ area (including coastal and territorial waters). The Ministry of Mines has prepared a draft of Offshore Areas Mineral Conservation and Development Rules, 2024 which inter-alia will provide for the procedures for preparation and approval of the exploration plan and production plan; notices, returns, and reports to be submitted by operating right holders; systematic development of mineral deposits; safety measures; provisions for the marine environment; etc.
As part of the Pre-Legislative Consultation Policy, comments and suggestions are invited from the general public, Governments of States and Union Territories, mining industry stake-holders, industry associations, and other persons and entities concerned, on the above draft notifications for amendment of the rules. A draft of the Offshore Areas Mineral Conservation and Development Rules, 2024 is enclosed.
The last date for receipt of the comments/suggestions is [1st August 2024 or 30 days from date of notice]. The comments/suggestions may be sent by e-mail in MS-Office Word file to the following ID: offshore-mines@gov.in.
