Despite strict vigilance of the National Accountability Bureau (NAB) and Federal Investigation Agency (FIA), the Sindh Fisheries Department is still dodging the authorities by feeding dozens of ghost employees, Daily Times has learnt. The NAB and FIA has been undertaking investigation into the massive funds embezzlement allegedly by Nisar Morai and his team in the Sindh Fisheries Department. According to sources, the Sindh Fisheries Department has been feeding a large number of ghost employees since past couple of years despite the fact these employees (ghost) never attended their office even for a single day. These ghost employees are either sons of fisheries department’s senior officers or have political backing from the ruling party of the Sindh province, insiders told Daily Times. According to NAB sources, Nisar Morai was taking Rs 350 million on monthly basis from Fisheries Department in the name of salaries and allowance of more than 300 ghost employees whereas the staff of the fisheries department exists only on paper. The same practice is being followed in the Sindh Fisheries Department, which is feeding dozens of ghost employees, majority of them are the relatives of senior incumbent officers of the department. According to sources, relative of sitting Director General Ghulam Mohammad Mahar namely Mohammad Fahad Mahar, office assistant of BPS-14 is drawing huge amount of salary while being as ghost, Deputy Director Aziz Ansari’s son Mohsin Aziz Ansari, who is a computer operator of BPS-12 is also the ghost one. The other ghost employees are fisheries watcher (BPS-1) Zubair Ahmed, Computer Operator BPS-12 Imran Ali Soomro, Fisheries Watcher BPS-1 Aziz Ahmed, Fisheries Watcher BPS-1 Ameer Bux Jat, Fisheries Watcher BPS-1 Urs Mirbahar, Muhammad Suleman, fisheries watcher BPS-1, Yar Muhammad, fisheries head watcher BPS-3, Mohammad Ibrahim Palari, fisheries head watcher BPS-3, Sikandar Azam, fisheries watcher BPS-1, Mohammad Naveed Abbasi, driver BPS-4, Fahad Hussain Shah, assistant warden fisheries BPS-9, Bashir Ahmed, assistant warden fisheries BPS-9 and Mohammad Sadiq Khan, stenographer of BPS-12. The sources claimed that these ghost employees are enjoying full backing of senior officials including the director general fisheries and director, Hyderabad. In this regard, director fisheries Sindh, Inland Hyderabad has forwarded a letter no DFS (I)/PayClaim/1750/ to director fisheries Sindh Marine Karachi stating that Computer Operator Imran Ali Soomro has performed his duty. His salary may kindly be drawn and disbursed”. Sources said that the said computer operator is posted at Karachi directorate and never attended the office since past couple of months. When contacted, Fisheries Director General Ghulam Mohammad Mahar told Daily Times there is no ghost employee in his department adding that he would take strict disciplinary action if there is any.
