To inform the High Commissioner’s global analytical study on the implementation of a human rights-based approach into the goals and targets of the Kunming-Montreal Global Biodiversity Framework, in line with the provisions of the Convention on Biological Diversity, consistent with the considerations set out in section C of the Framework and taking into consideration the outcomes of the sixteenth meeting of the Conference of the Parties to the Convention. The global analytical study is to be submitted to the Council at its sixty-first session.

Human Rights Council resolution 57/28 requested the United Nations High Commissioner for Human Rights to consult Member States and other relevant stakeholders in order to conduct a global analytical study on the implementation of a human rights-based approach into the goals and targets of the Kunming-Montreal Global Biodiversity Framework, in line with the provisions of the Convention on Biological Diversity, consistent with the considerations set out in section C of the Framework and taking into consideration the outcomes of the sixteenth meeting of the Conference of the Parties to the Convention.

Key questions and types of input/comments sought

  1. Please identify and share examples of measures taken to ensure respect, protection, promotion, and fulfilment of human rights in the context of the implementation of the Kunming-Montreal Global Biodiversity Framework’s goals and targets, as well as Section C, including but not limited to measures for the documentation and preservation of traditional knowledge associated with biodiversity, innovations, worldviews, values and practices of Indigenous Peoples, and local communities with their free, prior and informed consent.
  2. Please share specific data, examples and stories demonstrating the positive outcomes of following a human rights-based approach in the implementation of the Kunming-Montreal Global Biodiversity Framework, including but not limited to measures promoting the roles and contributions of Indigenous Peoples, and local communities, people of African descent, women and girls, children and youth, and persons with disabilities, as custodians of biodiversity and as partners in its conservation, restoration and sustainable use.
  3. Please describe any mechanisms and tools that are in place to measure and monitor the impacts of biodiversity loss and/or measures to protect biodiversity on the full and effective enjoyment of human rights. Are the data collected by these mechanisms included in the monitoring and reporting on the implementation of the Kunming-Montreal Global Biodiversity Framework?
  4. Have you identified any human rights challenges related to biodiversity loss and/or measures adopted in the context of the implementation of the Kunming-Montreal Global Biodiversity Framework? Where possible, please share specific data, examples and stories.
  5. Please provide information on the integration of human rights into national biodiversity strategies and action plans, including their development and monitoring, as well as into other biodiversity laws and policies.
  6. Please provide information on how your Government integrates or plans to integrate human rights in the implementation of the outcomes of the Sixteenth meeting of the Conference of the Parties to the Convention on Biological Diversity.
  7. Please provide any additional information, examples and recommendations you believe would be useful to support biodiversity action that promotes the full and effective enjoyment of human rights.
