The second resumed sessions of the 16th meeting of the Conference of the Parties (COP) to the Convention on Biological Diversity (CBD), the 11th meeting of the COP serving as the meeting of the Parties to the Cartagena Protocol on Biosafety, and the fifth meeting of the COP serving as the meeting of the Parties to the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization will convene from 25-27 February 2025 in Rome, Italy.
The first session of CBD COP 16 and the meetings of its protocols convened in Cali, Colombia, from 21 October to 1 November 2024. According to the Earth Negotiations Bulletin (ENB), the COP President was forced to suspend the meeting at 8:15 am on Saturday morning, 2 November, after a quorum was not met during the closing plenary. The meetings were suspended before adoption of the budget and with some decisions pending.
The CBD Secretariat put forward the integrated budget of the Convention and its Protocols for adoption by silence procedure from 3-6 December 2024 on the basis of the draft decisions contained in the L documents. An additional decision for the Convention and for each of the protocols related to covering the costs of the in-person resumed session will also be put forward for adoption during the same period. If another silence period is necessary, it will take place from 10-13 December 2024.
All other pending decisions will be considered for adoption during the in-person resumed sessions of the meetings, including decisions on: resource mobilization; the financial mechanism; and planning, monitoring, reporting, and review. The resumed sessions will be preceded by regional consultations on 24 February 2025.
