This study concentrates on the constraints in the fisheries management schemes. It examines the history and politics of fisheries management in five countries. It attempts to show how the specific management measures came into being what the techno-ecological and socio-political factors were that influenced the conceptualization and implementation of these measures; and how these measures are perceived by the fishworkers and the bearing it has on their livelihoods.
