This document provides a general introduction to the problem of forced labour and human trafficking in the fisheries sector. The objective of the document is to create a common frame of reference and consolidate existing knowledge for the purpose of the discussions at the Turin tripartite consultation on forced labour and human trafficking in the fisheries sector held 19 and 20 September 2012. The document contains two parts. Section 1 examines what is known about forced labour and human trafficking in the fisheries sector. Section 2 provides an overview of key international institutions and legal frameworks as well as multistakeholder initiatives that affect fishers’ working conditions. Definitions of ‘forced labour’, ‘human trafficking’, and slavery are found in the attached annex. The document is in draft form and should not be understood to necessarily represent the opinion of the International Labour Organization. A revised report reflecting the insights, opinions, and recommendations of the tripartite consultation will be prepared subsequent to the event
